Half of Timor Leste Connected WiMAX

Dili - We four, Mr Prihatman Kemal , Mr Muchlis, Mr Sufehmi Harry , depart from South Africa with the mission to contribute to help IT in Timor Leste, particularly in the field of open source. We are in East Timor between 1-5 June 2009. We welcome the friends from the Ministry of Infrastructure East Timor an institution that is responsible for telecommunications, roads and energy. Friends who welcomed us is Mr. Paulo Dacosta, Mr. Hilman grown and two female staff. Mr Paulo Dacosta , which is one of the managers in the Ministry of Infrastructure. Currently, Mr. Hilman is a clever advisor to the National Directorate of ICT under the Ministry of Infrastructure.

In the beginning of our chat with friends from East Timor this, things will be interesting for us in Indonesia is the success of the Ministry of Infrastructure Timor Leste, in the leader by Mr. Pedro Lay da Silva one of the graduates Atmajaya. Timor-Leste are the implementation of the National Connevtivity Project (NCP) are conducted by the National Directorate of the Ministry of ICT Infrastructure, which is leader by Mr. Flavio C. Neves graduates UGM (Universitas Gadjah Mada). Through the NCP, Ministry of Infrastructure of Timor-Leste successfully connect the 5 districts of 13 districts in Timor Leste using WiMAX. Almost half of the Timor Leste WiMAX connected.

In addition, they also operate a VoIP, or more precisely its Next Generation Network (NGN) as we know in the VoIP Rakyat on their WiMAX infrastructure. This makes the cost of telecommunications as a whole will be lower. National ICT Directorate under the Ministry of Infrastructure in East Timor is currently implementing the National Connectivity Project (NCP), which is a key infrastructure for e-government in East Timor next. Be under guard by a clever Mr. Hilman Indonesia, an MIT alumni of the United States, which is the advisor for the National Directorate of ICT tender process under guard until the implementation of national connectivity project is done. Basically, the National Connectivity Project (NCP) is born from the need for data communications for all government in Timor-Leste. This project will support communications data between departments with other departments, between Dili and the district government. In the implementation, there are three NCP Phase, the Phase-1 for Dili, Baucau and Oecusse, Phase-2 to Maliana, Ermera, Suai, and Batugade (the border), and Phase-3 Ainaro, Liquica, Aileu, Manatuto, Same, and Viqueque and Phase for Frontier, which is Sakato, Salele and Bobomento. All districts throughout the state of East Timor is likely to at least a full year-end 2009 or early 2010.

Inter-district infrastructure used to use VSAT satellite Telkom-2. From the capital district, between the government office to use WiMAX 802.16d version that works on the 3.5GHz frequency. Are in the government building used WiFi and LAN network. The more amazing, the whole process of the National Connectivity Project (NCP) is done in a short time. August 2008 draft NCP start dimatangkan. Appeal process, including study of various countries that have been implemented in WiMAX such as Nauru. There are 18 tender participants who wish to participate in the NCP from various countries such as Australia, Portugal, Singapore, Singapore, Indonesia, with 9 prakualifikasi, but only 7 participants who entered the document. Win the tender process by Telkom Indonesia in the International pimpin by Mr. Mulya Tambunan. The process of technology transfer is done properly.

For the first phase, the implementation in three districts, Telkom Indonesia International is implemented while doing training for people of Timor Leste. For two (2) districts, the implementation process is done by friends from the East Timorese themselves with guidance from Jakarta. There are about 30-an East Timorese man who recruited the help desk and call center for the implementation of the National Connectivity Project (NCP). One of the key success of the NCP is the budget allocation for capacity building, capacity enhancement of human resources capabilities, including the scholarships for staff to learn ICT NCP. Linda as one of the staff appeared to NCP graduates STT Telkom (now in the IT Telkom Bandung). Likewise the report of the development of Timor Leste in the field of ICT which seems far more advanced from what we suspected in Indonesia. We also seem to need to learn to Timor Leste .
